Heavy seasonal rains have set off flash floods across Afghanistan, killing at least 50 people in one province, leaving 100 more missing and displacing thousands of others on Friday, officials said. The flood’s toll in the northern province of Baghlan, which appeared to have suffered the worst devastation on Friday, was likely to rise, said Hedayatullah Hamdard, the director of the provincial disaster management department. Flooding on Friday also killed at least one person in Badakhshan, a mountainous eastern province, where it destroyed homes, small dams and bridges and killed 2,000 livestock, the provincial diaster management department said. Floods also occurred in the provinces of Ghor and Herat, in central and western Afghanistan, according to the Taliban government. Doctors were also being deployed in Parwan Province, north of Kabul, said Hekmatullah Shamim, the spokesman for the province’s governor, though details of the flood’s toll there were not immediately available.

CNN —A mass fish die-off in a reservoir in southern Vietnam’s Dong Nai province has shone a new light on soaring temperatures in Southeast Asia. Fishermen have been working to wade through and collect the hundreds of thousands of dead fish that have blanketed the 300-hectare Song May reservoir amid a ferocious heatwave. Local media has suggested that as many as 200 tons’ worth perished after a failed attempt to renovate the reservoir, according to AFP. Better known to the rest of the world as mango sticky rice, it’s a deceptively simple dish. And few have perfected that balance as well as 63-year-old Varee Jeensuwan, the undeniable queen of mango sticky rice in Bangkok. In 2022, she performed at the Coachella music festival in California and ended her show by digging into a bowl of mango sticky rice. K Panich has been dishing out mango sticky rice since 1932. According to R-Haan co-owner/chef Chumpol Jangprai, there’s evidence suggesting mango sticky rice has been around since Thailand’s late Ayutthaya period (1351-1767), with references to the dish found in the centuries to follow.

My newsroom colleagues Jason Horowitz and Gaia Pianigiani have a lovely report this week about family-friendly policies in the Italian province of Alto Adige-South Tyrol, which has the highest birthrate of any region in an aging, depopulating Italy. Their story is a portrait not just of a particular policy matrix but also the culture that policy can help foster. Some of what Carney describes is a set of habits that’s beyond the reach of policy. (I don’t think there’s much the government can do to persuade parents to “Have Lower Ambitions for Your Kids,” to select one of his more striking chapter titles.) But some of the sense of overwhelmingness that comes with modern parenting seems like it could be mitigated, not just through a once-a-year benefit or tax credit, but also through small consistent signals of support: the family discount on groceries, the convenient in-home child care option, the open play space, the flexible work space.

Russia knows it has a terrorist problem, despite its deflection and spin to preserve Putin’s image, but his priorities are elsewhere. Russian intelligence also suffers from systemic failings in recognizing, penetrating and dismantling terrorist cells, failings that stem from doctrine and a deliberately stovepiped structure that obstructs information sharing and agility. FSB officers will coerce, threaten and intimidate potential sources with diminishing returns that will only fuel ISIS-K recruitment and fundraising, which is no doubt seeing a surge from its Moscow attack. Russian intelligence will be left to depend on the unwilling, ill-informed or duplicitous. At the Islamic State’s height, Tajik Gulmurod Khalimov commanded its Iraqi capital of Mosul.

The Mad Perfumer of Parma

“Parmesan” is, by the way, the correct (Anglicized) way to refer to a person from the city of Parma, which is in the Emilia-Romagna region of Italy, just below the knee of the boot. Parmesan is also, of course, the name of the province’s most famous edible contribution to humanity. Other contributions include Parma ham, the film director Bernardo Bertolucci, the conductor Arturo Toscanini and Pietro Barilla of Barilla pasta (the dark blue box at your local supermarket, not to be confused with the medium-blue box of De Cecco, which is from Abruzzo). Parma is a city of inventive door knockers and narrow streets that become belligerently slippery after one instant of rain, and racks upon racks of men’s underwear in innovatively bizarre cuts and fabrics. In the city center, it is easier to buy a bottle of scent, high-end or low, than it is to buy a carton of milk.

The most dismal assessment, though, is that of Canadian journalist Stephen Marche who, in his 2022 book, The Next Civil War: Dispatches form the American Future, contends that a new American civil war is inevitable. Remember that the United States leads the world — by far — in the number of firearms in private hands. There are an estimated 393 million privately held firearms in the United States — more than one gun per person. In fact, there are more civilian-held guns in the United States than the other top 25 countries in the world combined. Indeed, more guns were purchased in the United States in 2020 — nearly 23 million — than any other year on record.

As they head to the polls this week, residents in Pakistan’s most populous and affluent province are fed up. Just look around, they say: The economy is in free fall and inflation has soared. Everyone from young laborers to prominent influencers in the province, Punjab, have been jailed alongside him. And it’s become clear, many say, that a group once widely supported in Punjab is to blame: the country’s military. “We aren’t faulting the politicians anymore — now we know who to blame,” said Sibghat Butt, 29, a customer service representative in Lahore, the province’s capital.

Sinn Féin won the most seats in the elections to the Northern Ireland Assembly last year. Post-Brexit trade rules imposed customs checks on goods moving to Northern Ireland from the UK’s mainland. A deal known as the Northern Ireland Protocol was agreed to allow Northern Ireland, which is part of the United Kingdom, to remain within the EU market so that it could trade goods freely across its land border with the Republic of Ireland, an EU member state. Unionists in Northern Ireland, like the DUP, are in favor of remaining in the United Kingdom, whereas nationalists, like Sinn Féin, are in favor of the unification of Northern Ireland with the Republic of Ireland. “The people of Northern Ireland are best served by a power-sharing government in Stormont as outlined in the Good Friday Agreement.

The Pakistani Foreign Affairs Ministry said that the country’s forces had conducted “precision military strikes” against what it called terrorist hide-outs in southeastern Iran. Iranian officials said that nine people had been killed, including four children, and Pakistani officials said the death toll of the Iranian strikes included at least two children. The official said that air force fighter jets and drones had been used in the Pakistani retaliatory strikes. In a statement, the Pakistani military called the two neighbors “brotherly countries” and said that “dialogue and cooperation is deemed prudent in resolving bilateral issues” between them. Pakistani military analysts were hopeful that this could pave the way for diplomatic dialogue between the two nations.

Islamabad, Pakistan CNN —Pakistan has carried out a series of military strikes on what it said were separatist militant hideouts inside Iran, its foreign ministry said Thursday, in the latest incident across their shared border that has sent tensions between the two neighbors soaring. “At 4:30 a.m. explosions were heard in a border village, several missiles were fired at the village,” Marhamati said. This morning’s action was taken in light of credible intelligence of impending large scale terrorist activities,” Pakistan’s foreign ministry said. The maximum speed of the trains along this route is 350 kilometers (217 miles) per hour, according to China Railway, the state railway operator. The first train on this line debuted on Thursday, September 28, departing from Fuzhou, the province’s capital, at 9:15 a.m. China Railway says that it used intelligent robots and environmentally friendly corrosion-resistant steel to build out the overwater rail sections.
